Coastal Home Health & Hospice

Board of Directors

Meet the Coastal Home Health and Hospice Board of Directors!

Cecelia Swick

My experience is in Medical Group Management, Internal Medicine, Neurology, Pediatrics, and Family Medicine. I spent more than 35 years working in the medical community in Sacramento, CA before retiring most recently from Sutter Medical Foundation. I also have a background in bookkeeping and financial management.

After retirement, I found myself needing to keep busy doing what I have always enjoyed the most: working alongside those in the medical field dedicated to serving their community and serving patients with the most urgent needs.

I have found that, in my volunteer on the Coastal Home Health & Hospice Board of Directors, I have been able to again experience the feeling of being a part of something important. It has been an extraordinarily rewarding experience.

I have served on the Board for six years and hope to continue to serve for many more, supporting the organization and the wonderful professionals who care for our community.

Carlene Bettincourt

I am a registered nurse with over 42 years in the healthcare profession.  My past experiences include owning an acupressure/massage and health education business, being an instructor for multiple Bay Area universities, and practicing hospice and oncology nursing.  My most recent position was as an oncology nurse navigator.

I enjoy several passions, including hospice- an area of nursing for which I am nationally certified.  My other interest is in holistic health, for which I have a naturopathic doctorate degree as well as a Ph.D. in Natural Health.

My goal as a Board Member for Coastal Home Health and Hospice is to bring my experiences with managing multiple home health and hospice organizations to facilitate the potential of this agency.

Newly retired, I volunteer for several local non-profit organizations, read, and help care for my grandchild.  My goal in retirement is to enjoy all that nature has to offer in this beautiful area that I never had the time to explore while employed.

Rosa Cimino

Rosa began her career in telecommunications at Pacific Bell, working for 30 years in various departments from clerical to Engineering Manager until 1991.  Rosa loved learning and being challenged, so she enrolled in Shasta College and earned a degree in Medical Administration.

Putting her degree to use, she started with a private practitioner where her love of caring for patients developed.  Rosa relocated to Brookings for the climate. Her degree served her well, and she continued her career at an assisted living community as the Business Office Manager. This was where she had her first exposure to home health and hospice.

After retiring in 2022,  she joined the board of Coastal Home Health and Hospice.

Darlene Smith

Darlene is a native to the Southern Oregon Coast. Growing up in Brookings, she graduated from Brookings Harbor High School in 1990.  She made the move to Eugene in 1993 where she lived for almost 20 years. Darlene attended Lane Community college before transferring to the University of Oregon. There she received her Bachelor of Science in Education Studies: Family and Human Services with a Minor in Special Education, receiving Departmental Honors and being inducted into the Golden Key Honor Society.

To further her education, she was accepted into the master’s program, obtaining her Master of Education in Counseling Psychology: Family and Human Services with an emphasis in Substance Abuse Prevention in 2003. She graduated Summa Cum Laude while raising her young daughter.

Once graduated she joined the ranks of teachers, teaching preschoolers and providing support for low-income families at Head Start of Lane County in Eugene where she continued to work for 15 years. She moved back to her hometown in 2012 where she took the position of Family Engagement for a year before promoting to Area Manager for Head Start and Early Head Start for South Coast Head Start in the Brookings-Harbor area the following year.

Darlene enjoys thrifting in her spare time, finding treasures that she can’t live without.  Darlene recharges through quiet and solitude which is why her next best pastime activity is being outdoors, whether it be in the Redwoods, on the beach collecting rocks and driftwood, or sitting by the Chetco River listening to the water flow.  Nothing makes Darlene happier than traveling to the Salem area to visit her daughter.
